Help! Sudden decline in an established rose

I'm exasperated and sad! I have a two-year-old own-root Wm Shakespeare that has taken a dramatic turn for the worse. It has wilted and is dying back rapidly. It's not been an exuberant bloomer but remained small and spindly. I gave it bonemeal several weeks ago.

It has been a really cold spring but nearby roses (and other Austins) are happy. Animals are not an issue and there's no more than the usual rust (treat with sulphur) and aphids (squish, squish), so I see no reason for this sudden decline.

Should any emergency procedures be performed? Or should I let nature take its course?
