Kwanzan cherry planted last May - is it dead now?

So when we bought our house last year, we got our builder to plant two kwanzan cherry trees on each side of the house. Two cherries were planted and one of them was initially doing better than the other one; one was on the North side of the house (the better of the two) and the other one on the South side. Now that it's springtime again, I can see that all the other cherries in the neighbourhood started blooming. Mine didn't even get any bulbs. Nor does it look like it's going to get any leaves right now. Is it normal for a cherry to skip blooming the first year after it's planted? If my cherry is indeed dying (which is the underlying suspicion that I have now) or even worse - dead - is there anything I can do to see if it is the way it is without inflicting any additional harm to it if it's in a fragile state perhaps? Thank you.
