Can I improve drainage around an existing tree?

Hello,

I have a Hawaiian tree I believe is called a Michelia Alba. It's probably 6 years old and is growing, but much slower than is typical for this tree. During wetter seasons the lower leaves turn a sickly brown and it's obvious something's wrong... I have heard many people say it could be poor drainage. The only way I can describe my soil is sand that's packed so tightly it's almost like stone. I remember digging the hole to plant this tree, after muscling through the packed sand I filled the hole with water and it took all night to go down.
Is there something I can do o help this tree? maybe excavating the soil around it and replacing it? help here will be greatly appreciated.
