Compost tea or pseudo tea?

I have a compost tumbler with a large, wide pan underneath it to catch the water that drains from the composter and also that collects from the rainfall. Every 3-4 weeks a few gallons accumulate which I collect and use to drench my newly planted shrubs and some that seem to struggle a bit. The water has a slight anerobic smell and looks like compost slightly diluted compost tea. Is this liquid any more valuable than plain rainwater? Is it alive with micro-organisms from my cooking compost? Am I wasting my time? Your thoughts please...
