Air compressor

I took my compressor to a repair shop because I was at my wits end. I changed the switch, the pressure valve and added a relief valve, but the same thing was happening. It would start and run fine the first time, but when the pressure was down and it tryed to kick in again it would start and spudder then blow the breaker. The repair place said it was drawing 19 amps and I have it on a 20 amp breaker. So if it starts and runs the first time why not the second. It cost me $60.00 to find

out that I did all the repairs right. Could the capacitor be the problem?
