Best reference to determine if a plant is invasive?

Another topic got my attention. It seemed there was some debate if Eastern red cedar Juniperus virginiana, was invasive in Kansas. Sure enough I read at least one site detailing the trouble you must go through to clear them from grazing land. Then another lists the eastern 2/3 of Kansas as native habitat.

For the U.S., which DNR/EPA whatever site is regarded as the most accurate to determine if something one wishes to plant is invasive? I have read many fragmented state lists or notes saying "considered invasive in Connecticut". I understand the term is open to some debate but who is the leading authority?

Is there a generally accepted list in England?
