Newbie Question on building a new raised flowerbed

Hi!

We are just looking to finally tend to our wild garden this year and I'd like to double check our plan is not doomed to failure before we begin.

We have 2 "flowerbeds" at the moment, which are basically covered in various random grasses, weeds and moss that have set up home in the last few years. The plan is to take some soil from one flowerbed, transfer it to the other flowerbed to created a raised bed, and lay foundations on the other for a deck.

Question 1: Would laying a membrane covered with sand be sufficient to prevent weeds etc for the deck foundation? I'm worried a little about drainage, too.

Question 2: If we just turn the existing grassy/weedy soil and use it to build the raised flowerbed - then cover with newspaper and mulch, will that be enough to prevent weeds or have we totally missed the point?

If there are any other issues with this plan that I've not spotted (I have basically zero experience!) I'd be very grateful if someone could point them out :)
