HFGH and Windstorm code

If I do this to meet building code in my area I will have to reinforce the green house to with stand 120 mile an hour winds to comply with Wind Storm code. I am located in Rockport, Texas. I don't think laserfan who is in Centeral, Texas has to comply with wind storm code. Now Carol (funnylady) who is in Ocala, FL should have had the same issue. I hope you don't mind me asking what are your thoughts or suggestions. Anyone that you know of that is an engineer that has messed with the fhgh?
