Why is (almost) everything on HMF rated to zone 6b?

Just researching more roses (like I need more), and it seemed every rose I pulled up on HMF was rated to zone 6b. I was looking at different classes. Now, I know if looked up some rugosa, it would give me something in 3 or 4. It's kind of frustrating for somebody living in 6a :)

How does HMF determine its zone ratings? I've heard they are a bit on the conservative side. This is such an important part of selecting a rose. I usually look at the zones of the people growing it, but that doesn't account for zone pushing.
