Sports and Striped Rose DNA

I saw a very unusual Scentimental at Regan Nursery the other day. Nestled in between many other containers of normal colored mostly white with some red striping, was one bush with a cane with one normal colored bloom, and a few other canes with a "reverse" color scheme - mostly red with white specs / borderline strips.

Is this considered a sport? Is DNA the same throughout the bush, or would it differ between canes (of the same bush, not of rootstock of course)?

I have seen photos of Simsalabim where some blooms were yellow with maroon splotches, but others were maroon with yellow splotches. Is this the same phenomenon?
