What to fill raised garden beds with?

I tried searching for 'raised' and 'beds' in this forum without too much luck. Hopefully I'm in the right forum for this question. So hopefully I can get some good advice.

I am just prepping my vegetable garden beds. They will be 14" high concrete walls.

What is the best 'soil' to fill the beds with? I read the square foot gardening faq which reccomended NOT putting much topsoil in a raised bed. But I've also read another thread or two about people not having good luck with too much compost.

So I'm wondering what you guys would use for an ideal garden medium considering you will be bringing all the materials in???

Little more background info. The existing soil is pretty hard clay and definitely NOT what I would classify as good gardening soil. So I'm planning to just bring in whatever materials works the best. A couple of the nurseries around here have amendments they call "soil pep" and "nutra mulch". I'm not sure if these are good to use or not.

Just looking for some help for a Noobie!
