Penstemon - Do I cut it back?

Last fall I bought a Penstemon (unsure what variety - last of season sale at the local farmer's market). It remained green all winter despite some very cold weather (11-12 degrees). Now it is seems to be developing a lot of new growth on last fall's growth and sprouting new growth from the base. I have looked around a bit for information on what to do, but there does not seem to be a consensus on cutting back. Should I hack it to the ground or leave it be? Thanks for your help.
