Is Damp Shade OK for Compost Pile?

Where is the best place to locate a compost pile? Recently purchased a new house and am trying to plan the landscape for the backyard (which is quite large but has an odd shape). The lowest area is in the southwest corner. Although the climate here tends toward hot and dry year around (except for a few cold-freezing days in December, January, February) we do have occasional very heavy rains in the late fall and winter. Our lot slopes gently toward the fenceline on the west side. Excess rain water pours downhill to the SW corner where it saturates the heavy clay soil for several days. I'd like eventually to build a rain garden there to prevent flooding my neighbor's property. Would this be a suitable location for a compost pile? The corner is also mostly shaded by a six foot fence.
