Mystery shrub? (also posted in Name that Plant!)

Can anyone identify this (tip of a) branch from a large shrub (about 6-7 feet tall though they've been cut back so it's hard to say what size they would be if allowed to grow unimpeded, relatively unattractive plants, upright growth habit but lots of canes and little foliage in the middle of the plants -- might be a question of light)?

There are three of these large and ungainly shrubs in a town park; the local garden club (of which I'm part) would like the town to remove them and to replace them with mountain laurels, but we'd like to know what they are before we push to have them removed. They are growing under some trees (not total shade, they get low angle, filtered sun early and late. I suspect in a different setting, they might be fuller but where they are now, they have few redeeming qualities. Messy growth habit, lots of woody canes, splaying out to some degree on the sides. Not clear if they bloom: no one can recall their doing so, so obviously not plants where the bloom is the most notable feature.

Any suggestions appreciated. The leaves are heavily serrated but not "sharp" like a holly, stems are smooth. Veins on backs of leaves are quite pronounced (raised).
