Witch hazel (Hamamelis 'Virginiana')

I have a witch hazel,the native variety 'Virginiana', which is planted on the North side of my home along the house foundation. Since planting it there some 8+ years ago it has looked poorly. The leaves of the 6 ft. high & wide shrub are uniformly stunted (small) with crisped edges of a black & yellow color suggesting that the leaf has suffered scorch. The area is windy & the soil lean. No amount of water seems to make much of a difference in the overall appearance (health) of the plant. The midvein and center of the leaf is, however, dark green. What could be the trouble and what steps can I take to correct the problem?
