Suckering Shrub with Woody old Growth and Small White Flowers

Hello,

I have been trying to figure out what this shrub is for a while now, but have not had much luck just searching on my own.

The shrub in question is behind the iris next to the front steps.

Most of the year it just looks like a scraggly bush with many, many suckers shooting up from every direction.

It generally will look good for a few days after I prune it, but it quickly loses it's shape and even now in late fall it is still sending up these sucker shoots.

It blooms in early to mid summer with many small white flowers. It actually looks sort of nice when flowering, but unfortunately my camera was broken during it's bloom time.

I'm hopeing that if I know what it is I might be able to find a better location for it in the yard.

Any help will be greatly appreciated.
