winter aeration

Hi,
My pond is about 1200 gallons. I've never had success keeping my fish alive with just a de-icer during the winter. The last several years I've used a stainless utility pump (1/3 hp) to pump water in the pool straight up through the surface. It's worked well to aerate the water and keep an additional hole in the ice. However, the pump is no longer working and I'd rather not invest $200+ for another one. When I plug the pump in it makes no sound and trips the circuit.

I can't keep the water fall running b/c it freezes over.

Any ideas? Can I use a less expensive, plastic pump? Moving water with the 1/3 hp even gets tricky in the below 0 temps so I'm concerned about the effectiveness of anything smaller.
