Question about a partially raised stock tank pond

I have a stock tank which I made into a pond this spring. It has been really good. I did attach a drain pipe for easy cleaning, and now that winter is coming, I am thinking that maybe it was a mistake, although it will clean more readily.

My concern is freezing, here in zone 5 Canada. The tank is only partially into the ground, but has a raised garden on three sides of it. The side with the drain is open to the elements, and I fear that frost will either blow the drainage holes or at minimum blow the tap which I put onto it.

Hence I was thinking that I will have to bring the fish inside as well as the hardy waterlilies. If the pond gets drained, the lilies will freeze solid.

I am contemplating removing the lilies and fish and putting them into an aquarium in the unheated garage with a bubbler for the winter.

Any thoughts?
