Best herbs to plant with old fashioned roses?

I have a few garden spaces for roses. One is in a warmer micro-climate, on the southeast side of the house, with mostly hybrid musks and a few shrub roses. The other is mostly antique, once blooming roses in front of a long lilac hedge. I would like to have some potpourri/tea herbs mixed in with the roses. While some that are invasive (like mint) will be in another location, I'd like to include lots of fragrant herbs with the roses. Nice for me and helps to keep the deer away. Any suggestions?

I still have the fairy garden (with the Zephirine Drouhin climbers over the tea table) and the gallicas, fairy roses, etc. but I already have perennials picked out for that location :)
