Mystery plant - shrub? ground cover? Native Texas?

This is as big as it has gotten in over 6 years. It was given to me by another gardenwebber who hasn't posted here in awhile. She said it was native and I think she told me it was maidenhair fern, but it is not that. It's 20 inches tall now, and the largest it's ever been. Has tiny, dried up looking blooms.

I put a blue trash can behind it to make it easier to see - too windy for a nice backdrop.
