When do I transfer seedlings to pots?

I'm growing some Beach Pea, Norway Spruce, and Aster from seed in those little plugs in a dome. My goal is to use them as house plants all winter, then plant them outside in the spring...but I didn't take into account short winter days.

I want to transfer them to pots and give them to my parents (who have better light). My parents have a patio room that is effectively an UNHEATED greenhouse and also a kitchen with south facing windows.

The question is, when do I remove them from the tray and put them in pots?

They are a little over a week old. A couple have a few really tiny leaves and a loong stem. Some have stems so long that they are hitting the top of the dome, but no leaves.

When I put them in pots and give them to my parents they will have better light but less consistent temperature and humidity.

When I do move them, will they be better off in the UNHEATED room that is all windows, or just the windowsill of a kitchen with South facing windows and florescent lights?

Most importantly...when do I move them to better light?
