Parrot's Feather dying

Hi folks,

This is my first season with the pond and (almost) everything is going well. I have clear water, not too much algae, fat fish and happy frogs. My water hyacinth is growing everywhere and my first ever water lily is about to blossom despite an earlier infestation of china mark moth.

The only problem is the parrot's feather. I bought it the first week of July and it hasn't grown at all. My local pond store said it was a floater and didn't need to be planted. Last month, I read that it *does* need to be planted so I took a few pieces and planted them in some soil and sunk them just under water in the shallow end. All of that died. The stuff that I left floating is still alive but hasn't grown. I know fish eat plants but I only have 5 comets (the biggest is less than 5") and I've never seen them particularly around the parrot's feather.

What am I doing wrong?
