Thank you SO MUCH! I had been told it was some kind of tea olive- I would have never found the right name! I don't think I've ever heard of these. What a great website. Would that be a good shrub/hedge for full Georgia sun and heat? Any idea where to find one? Would it be sold in a nursery locally or would I probably need to order it from the inet?

It's an Erythrina, probably E crista-galli, common name is "Coral Tree". It is a medium sized tree but quite spreading tree, and sometimes semi-deciduous - it also develp thorns as it matures. I suggest your neighbour read up on it in case it is ultimately too big for their yard or otherwise likely to cause problems. I do agree though it's a beautiful tree in flower. They are in the leguminousae family - have seeds in pods that look like beans (don't eat them) so they can be propagated that way when the pods finally ripen and split. I expect they could also be struck from from semi-hardwood cuttings though I haven't tried it myself

Looks like Blue Dawn Flower to me. It's commonly sold in California and is not particularly "invasive" here. It does spread by runner and rhizome, but because of our climate it can't easily survive the summer dry period without supplimental watering. Yes, in yards it can get a bit overwhelming, but I wouldn't worry too much about the fence; if you to cut the vines at the ground and tried to pick up the resulting tangle it would be quite light. It also climbs by twining and should not deteriorate the wood of the fence. As far as I'm aware there would be no way to keep the plant on the neighbor's side of the fence only; any cutting or poisoning that you were to do to your side would invariably affect the neighbor's side...
