diablo ninebark pruning

I have some Diablo Ninebarks that I've had for three years.Last year they were about seven feet tall and getting kind of leggy,so I decided to cut them back this year to about three feet which I've seen on here is a good idea and I did this around the first week of March.I thought I might see some new shoots coming up from the bottom by now,but so far there's nothing and also,i don't see that much new growth at all.I didn't cut out alot of the older,greyish shoots when I cut them back because I had noticed in the past that sometimes new growth would appear on these.Its funny,because I also have some Summer Wine Ninebarks that I had planted only last year-I cut them back this year ,also and they're doing great.I'm wondering if I should have or should still get rid of the old growth on the Diablos to help promote new growth.Any ideas?
