Why isn't my one tropical lily blooming?

I got several tropical waterlilies the first of June. The weather has been up and down (I'm in zone 5). Unfortunately, for the lilies, its been intermittently in the 50's at night.

I have fertilized these lilies several times. All of them are blooming except the Red Flag one. It has many beautiful leaves but no blooms. I've been giving it a fertilizer that's 10-20-10. Its in a pot that's about 18" x 7" round. I have in just a couple inches below the water's surface, since tropicals like being more shallow. It gets about 6 hours of direct sunlight a day.

Is it the just cool nights that are keeping it from blooming?
