Chindo Viburnum problem - photos included

Hello - I posted about this problem in Carolina Gardening, and the nice folks there suggested I also post it in this group.

We planted Chindos two years ago. Full sun, clayish soil. Good drainage. Each summer we have had horrible problems with a brown spot that spreads throughout the leaves and eventually causes the leaves to fall off. We've hit it like crazy with fungicide (after a suggestion from coop. ext. after bringing in some leaves), but the problem is just getting worse. In the past, we were also very careful to remove any infected or fallen leaves, although we've given up on that lately. We lost the majority of the leaves this winter. I noticed that I now have some new growth coming out, but am afraid that the same problem will hit us again. Has anyone else experienced this with their Chindos?
