DIY external bio filter

I'm in the process of building an external bio filter and I need a little help. The water would be pumped from the pond into a PVC pipe leading near the bottom of the container. I plan on filling it with a combination of various sized scrubbies. I would also like to add activated carbon, and some bio filter media like Hagen Fluval Biomax pellets or something similar, and possibly some lava rock or pumice, depending on what I learn through this post.

My first question; The water will be comming from the bottom up, passing through the different layers of before mentioned media. What order should I layer the filter starting from the bottom up?

Next, What combination of items from the above list should I use? Would layers of all of them be overkill? Could any of this hurt my fish, frogs, and plants?

Also, will this eliminate ammonia and harmful toxins and bacteria?

Finally, do I need to add beneficial bacteria to the filter?(if there is such a thing) Or will it form naturally?
