Best U.S. area to live in, for growing OGR's?

Reading comments and comparisons in this forum about rose thriving, bloom size, frost problems and so forth, has made me wonder what is the best place to live in the U.S., for having a good rose garden or for perennial and shrub gardens in general. Here in New England we are somewhat limited as to viable varieties and we certainly have our deep-freeze panic times, while out there in California the gardens all seem to show a graceful ease. In bleak midwinter I often peruse real estate offerings on craigslist just to fantasize about having that perfect climate around a perfect little house (Dream on, Carol!).

But is California the best place in the country for raising and enjoying old garden roses? If not, where is this paradise? Oregon? South Carolina? What are the criteria for the best place for roses?
