Starting from seeds: Heat pads and lights or just heat?

I'm an excited first year flower gardener with a question about seed germination. I've assembled a rack with florescent lighting fixtures and I've purchased a couple of seed tray warming mats. My question is should I use both for seed germination. From what I've read on this site I should use the mats and cover the seed trays with a plastic dome, but if I do that it seems like the lights might be too far from the surface of the potting soil to be of much use. I'm also aware that a minority of seeds needs darkness to germinate, but for the majority what is the general opinion? Heat pads with lights or without lights?
