Too early to start from seed with my lighting setup?

Hello! I'm new to the forum and have already found so much helpful info on how to start growing from seed indoors! I'm anxious to get started with my seeds since the growing season here is so short (I'm in MN).

My setup consists of a 5 shelf unit with 2 two bulb Home Depot shop lights per shelf. I'm debating on whether to get Phillips 32 watt cool bulbs or GE 40 watt Bath & Kitchen Bulbs (I looked the results of seedlings grown under the GE lights on another site and really liked what I saw). Either way, if I start now and can't plant til mid-May at the earliest, will my light setup be enough to support my plants until then?

As far as what seeds I'm growing, it's mostly annuals (aster, coleus, cosmos, tidy tips, teddy bear sunflowers) with a few perennials (lupine, coneflowers, Cupid's dart) thrown in.

Thanks for any advice you can offer! I'd hate to shoot myself in the foot because I'm impatient!
