Carnation falling over 'not Damping off'

Hello

I sowed few seeds of Giant Carnation "Dianthus caryophyllus" and Sweet William...

I had good germination rate and the seedlings are growing many leaves but they can not hold themselves up...they keep falling over...no sign of damping off and i have not lost one seedling so far...they are 3 weeks old now and i keep them under HPS bulbs 400W and i keep the bulb not too close to burn them or too far to develop leggy seedlings...and the temp inside the growing room is around 65-68 F..

I grow Lupin/Vinca/Stock/Straw flower/Datura/Larkspur/Pansy/Verbena/Alyssum/Daisy in the same room and they are doing great...the bulb is at the same distance from the others.

I got them all tied up againt wooden sticks but once they grow taller they start falling over again...

They do not get stronger...

I really want to figure out what they need and provide it to them...

It makes me sad seeing them like that
