Companion suggestions for tea rose hedge?

Looking for some shrubby suggestions that play well with tea roses?

Zone appropriate would be a plus but don't worry too much about that-i can try to translate. Just read Robert's suggestion (in Judith's thread) to train climbing teas along the fence as a backdrop which sounds gorgeous but my fence is 4' post and rail hogwire which doesn't sound up to the job to me?

i've been thinking of leptospermum-the australian tea tree-as one possibility but haven't grown it before so not sure. Or maybe the Filipino Poinsettia, a shrubby euphorbia (leucocephala) that covers itself in white flowers around Christmas time.

Looking forward to reading your suggestions, experiences, caveats.
