What kind of eggs can this be?

Yesterday I noticed this tiny microscopic stringy eggs attached to the edges of the lily pads in my pond. In the photo it looks like strings, but up close its actually some kind of eggs strung together. To give an idea of how small they are, the lily pad in the photo is only about 2 inches.

(I removed some of it to take a closer look, but then when i realized it was some kind of eggs, I put it back in the pond, so in the first photo they are just floating, but they were originally attached to the lily pad edge as in the second photo.)

I think it is far too small to be any kind of frog eggs. Besides there are no frogs or toads anywhere in our area. I'm guessing it must belong to some kind of small insect. I thought maybe this could be the eggs of the tiny trapdoor snails I have seen sometimes in my pond, but then when I researched it, I read that trapdoor snails are livebearers.

Does anyone know what this could be?
