Baby steps into water gardening--do I need a filter?

I am taking my first baby steps into water gardening this year. I've got my husband talked into digging a hole for one of those preformed circular hard plastic liners. The liner is about 35" diameter and 20" deep. It will have a pump (160gph)that the end is fed into a ceramic pot set on bricks so that the water is pumped from the bottom of the pond then into the pot and then overflowing the pot and back into the pond. I plan to buy some water plants (thinking 1 underwater plant, 1 smaller water lily and some sort of vertical plants). I'd like to add a few gold fish. Not koi, just plain cheap goldfish. Will this work? Do I need a filter? How many 2" goldfish can I do? Any plant suggestions?

Your advice hugely appreciated. If this pond works out, I have agreement from my husband to digging a bigger one with a flexible liner and waterfall for next year.
