new pond/suggestion on keepin liner down from water press under l

Hello, I am new to ponds and need advise.I am building a pond any suggestion on keeping the liner down from water pressure under liner. I have already dug out the hole but when it rains it fills up about 1' to 1'1/2" I pump the water out but it fills up again this weekend we had a bad rain storm & lots of flooding around here, the pond filled to the top and pump it out but it still filled up about 1 1/2'. I have not put the liner in yet. I an worried about about the water pressure making the liner bubble up, would large rocks about 20lbs help keep the liner down. Someone told me to put a pvc pipe on the bottom before I lay the liner an make it run up the wall to exit the top and the water should drain out from there when there is pressure under the liner. Do you think this will work? or what else can I do. The ground is flat, no hill around. the pond size is 21x11 & 3'4" deep at one side(about 6'x9'). I also live close to a river about 1 1/2 block away.
