Going nuts

I have a small 500 gallon pond.

For years I have followed conflicting advice from assorted experts, and finally, because I simply couldn't spend the time due to work considerations with mixed results, I hired a local outfit (I'm in the SF Bay Area)to do a number of fine-tune jobs (upgrade the pump capacity, then move the pumps to a better location, then lower the intake, then on and on, and on). I keep paying through the nose, hoping eventually things will settle out, but the pond always has a snowstorm of floating gunk, even though the water tests all show ideal water.

Then a couple of days ago, after the sudden return of warm weather, my fish are all in distress and I've lost two. The pH seemed a bit low, and the symptoms were consistent with acidosis, which is also consistent with the circumstances. Some of the experts say "never clean out a pond" while others say "why the heck haven't you cleaned out the pond." At this point, I am willing to attempt the cleanup, but I *must* hire the job out to someone due to my own time limitations, and the fact the fish are in distress NOW. Problem is, no one is available in my area to do the job. Everyone I've spoken to says my pond is too small to be worth their time. I'm ready to give up and warn everyone I know to stay away from the pond hobby, but before I quit, I'll give it one last try:

Who can I hire in the SF Bay Area who can do whatever it takes to fix my pond?
