Green Manure and Nitrogen - new to gardening

Hi, I am still new to gardening and constantly wanting to improve on being as organic as I can. So I apologize up front for all the questions.

I just learned about Green manure/cover crops. I think it's too late for me to plant these. Is there something I can do instead to take the place of cover crops?

I need some natural ways to get some nitrogen back in the soil. Any suggestions?

I did "somewhat" of a lasagna layering over my last years garden. I'd say possibly 6 inches worth. I noticed a lot of earthworms under the cardboard before we were hit with snow. Come spring will I want to till this top layer into the existing garden or will 6 inches be sufficient?
