mystery plant popping up all over hill

Hello from Central California Sierra Foothills.

This plant is low to the ground growing to 2x2ft bush (so far) with abundant, dark green glossy EVEN (pinnately compound) leaves. Unique Feature: There is a single round quarter-sized bud at the TIP of each strand of leaves which then opens into a large brilliant yellow flower (see pic) with a fluffy tuft. It is suddenly everywhere (following a heavy rainy season).

Similar looking to the much smaller to a dogwood flower but not at all that species as far as i can tell.

This plant is self-propagating all over our property and I'm wondering if I have a problem on my hands (poisonous? invasive?) or a gift of very impressive ground-cover!
