When Should I Try To Level My Lawn? And How?

I have a new lawn (planted 7-26 or so), and the yard is very uneven.

I am in southern NC and have Bermuda grass.

The builder did a bad job with the ground and I have a bunch of bumps. They are all over the yard, so I will have to try to do the entire yard (1/2 acre).

The information that I find is typically for people that want to start over, but my lawn looks pretty good and I do not need to start over.

My questions:

1. Is there a best time to do this? I would think that it would be bad to try during the winter when the grass is dormant. I was thinking in Spring, but will that it hurt it during the growing season?

2. My plan is to get a bunch of topsoil (will figure that out later on), and spread it all over the yard, then drag a section of fence over it with my lawn mower (16 horsepower, Craftsman). I will use some boards and blocks to keep the weight on it to try to flatten out the yard.

Any other ideas or suggestions, would be greatly appreciated.
