Borderline 6/7 in NWTN searching for cover crop/rock phosphate

Hello everyone. I am borderline zone 6/7, and I am looking for any suggestions on cover crops. I would like for it to be winter hardy and then be cut and die in the spring or grow a lot in the fall and then die, covering the soil this winter. I have thought of mustard, hairy vetch, cowpeas, rape. Any advice or suggestions? Also, I live in Northwest Tennessee. Anyone know of where I can get rock phosphate? I found a source, but it was very expensive.
