Snow on the Mountain

When I posted this on the Gardening in Texas forum, I got a common name of 'Snow on the Mountain', but when I Google that, I get 3 or 4 other plants, but not this one.

The new foliage is white, changing to variegated and then green as it matures. It's growth habit is similar to Cape Plumbago in that it grows jointed canes and is a leaner. Can you help me identify it?
