Phormium/NZ Flax has bad mealy bugs/white mildew - what can I do

Nearly all my phormium/NZ flax has a bad case of white powdery mildew (and mealy bug infestation I am told is related)

For the past few years I have been spraying them with Neem oil, but it hasn't worked. I am also very careful to water the plants just once a week.

I picked up a container of Orthenex - contains triforine (and acephate and fenbutatin-oxide)

I try to garden orgaincally, and I don't like the look of these chemicals. Has anyone any opinion/advice on using Orthenex, and does anyone know how I can save my plants.
