Japanese Maple Dying Of Root Rot

We planted 2 of these japanese maples last year in front of our house which are about 6 feet tall about 20 ft apart. Now our soil is very bad for drainage here on our property. One of the maples is doing very well but we have had to replace the other dead trees twice because of root rot. The hole just will not drain water at all. What do i need to do? Can i build a rock bed in the bottom or sand for better drainage? Home Depot where we bought these trees sold me a bag of powdered material i mixed with the soil that was suppose to solve the problem but it did not. The second tree died twice as fast. I have completed cleaned out the hole of all the foreign matter and have taken a 14 inch drill bit and have drilled deep in holes in the bottom as well as the sides of the hole in hopes this will help.
