Yes, you can sow them now. Columbine would have dropped their seeds naturally around the parent plant some time ago already. They do need light to germinate so just lightly press them them into the soil rather than covering them over. Takes a second season to bloom. The literature says you can also sow in the spring so you could sow some now and save some seed for the spring. I don't know what the germination rate is, however. I only have the naturally occurring Aquilegia Canadensis which are prolific bloomers and seed producers - if all but a fraction of the seed germinated, I'd be knee deep.
