Evergreen shrub

There are a lot of these growing in the neighborhood (Seattle) and they have just started to bloom with tiny yellow flowers under the leaves. The leaves are smooth and leathery. There is a berry in fall, but I can't recall the color - blue or black I think. They reseed readily and new ones seem to popup in partial sun locations. The photo is of one about a foot tall but I've seen them as high as 6 feet growing around the hillside in sandy soil. The flowers appear to come directly off the stem. Stems don't stay leafy.
