Remove Recoil Housing on John Deere JS30

I have a John Deere JS30 walk behind mower that I need to change the pull cord on. The handle broke and the rope recoiled back into the housing. My problem is that I cannot figure out how to remove the recoil housing to get to the rope. The manual shows that the housing is connected by several bolts; however, the housing on my model appears to be connected by some type of rivet. I hoped that I could just use the electric start, but that doesn't appear to work either. Can anyone help?
