Advice needed on fall restoration plan

We built a new house and hydroseeded in May. The grass has come in okay, but is filled with weeds, crabgrass, and is just not as thick and dark as I would like it. I have decided to completely redo the front yard this year (about 5,000 sq/ft) and back next year (10,000 sq/ft). I am a teacher and will be returning to school on August 20th, so I know I am jumping the gun a little, but have the time to keep it watered all day now.

I live in SE Wisconsin on the WI/IL border. I plan on using roundup to kill off the existing grass so please correct/advise me on any of the steps I am missing.

1. Keep watering the front lawn to keep it "actively growing"

2. Roundup entire lawn for first time. After RU dries do I keep watering?

3. Roundup entire lawn again 5-7 days later.

4. Mow lawn really short. (If I plan on slitseeding should I scalp it? Leave the clippings? Rake the dead grass?)

5. Apply a starter fertilizer

6. Rent the seeder and seed in two different directions for coverage.

7. Water following Bestlawn's schedule for KBG.

Anything different you would suggest of see that I am missing?

I'm sure the neighbors will have some strange looks on their faces, at least one lot is still vacant.
