Hard Dirt vs Bermuda Spreading

I have a hill with alot of bare hard dirt patches where the bermuda is not spreading very well. There is some bermuda on the hill, enough so it should spread. Any suggestions on how to loosen up this soil without going to the extent of tilling it or resodding it?

I have a large yard and this has to be cut with a rider. If the soil is too loose I believe it will turn into a mess with ruts from the tires.

I have the same problem in the flat area of my yard (in spots), bare hard dirt. Although in the flat part of the yard the bermuda is spreading pretty well. I think it would spread and thicken up more quickly if the soil were not so compacted. Would sand be a good choice for making the soil more porous? Thanks...
