Best way to fill in bare spots on Zoysia lawn

Last year my Zoysia lawn was hit with brown patch disease and I was left with some various sized dead patches of grass...which eventually turned into bare spots. I have since learned to pre-empt it this year by applying about 10#/1k of corn meal to the entire lawn about once a month.

Because Zoysia is such a slow growing grass, I'm hardly seeing any progress (if any at all) on the bare spots filling in which is frustrating since the rest of the lawn is in good shape.

My question is, what is the best way to approach this...would seeding or plugging work, or do I have to consider buying new sod?
