how to repair small dead patches (PICs)

I have an area over my septic field that always seems to fare worse than the rest of my lawn. Last year it got toasted during some of the hot days of summer and small segment died while others made it OK. (I think head was the cause)

You can see this in the foreground of the photos below.

The biggest issue I have is that there is still a thick layer of tough, dead sod. I tried sprinkling seed on this last fall but it didn't take. I think it was too hard.

So my question is: what's the best method to repair this at this time of year?

As background, I'm in Southern Massachusetts. I have lawn sprinklers and this area gets no shade.
